Warren Recreation Ground Enhancement Project
 
At the Full Council meeting on Monday, 6th September, in light of the recent Parish Poll result (see below) the Parish Council resolved not to pursue the above project that would have included additional Village Hall storage, a Parish Council office and a community meeting room.
 
The Parish Council thanks everyone who took this opportunity to get involved in the democratic process. The Parish Council especially thanks everyone who has shown their support for this project in recent weeks.
 
The Parish Council further resolved that its main priorities for the remainder of this council term (i.e. until May 2011) are the provision of suitable office accommodation, improvements to children’s play facilities in the Warren Recreation Ground, and to assist (if necessary) the Village Hall Foundation in finding a solution to its storage problems.
 
If anyone reading this has any ideas to contribute towards the above please write to the Clerk, Simon Cross, at the Council Cabin, Sea Road, East Preston, BN16 1LP. All contributions will be considered.
 
The Parish Council regrets the resignations of Cllrs Barnett and Sharp, and thanks them both for their invaluable contributions over the past eight years. A Notice of Vacancy has been published today. If you are interested in becoming a councillor at this time, please read the contact the Clerk as above.

East Preston Youth Centre community open evening - 13th September

A come and see for yourself evening is being staged by West Sussex County Council’s East Preston Youth Centre in Lashmar Road as part of a drive to attract more members, especially young people aged 14-17.

 

The Community Open Evening is being held on Monday September 13 between 7-9pm.

 

Neighbourhood Youth Worker Anna Marchbank said: “Everyone is welcome to look around the centre and try out the great facilities we have here for themselves.

 

“These include an IT room, chill out space, pool, table tennis, a sports court and leaflets and info on just about any issue affecting young people. There’s also a music studio with a resident technician who trains young people to run the studio.

 

“They’ll be free refreshments during the Open Evening, the chance to learn a new dance move or two and meet our youth workers, who are all trained and experienced. Visitors will also be able to chat with current members.

 

“We want to show people – adults, as well as potential members – that East Preston Youth Centre offers a safe environment where young people can enjoy a wide range of activities.

 

“The evening will also be a chance to find out what opportunities there are for young people aged 11-17 in this area.â€

 

Liz Bennett, Deputy County Council Cabinet Member for Children and Families, said: “Anyone visiting the open evening will discover what a valuable asset East Preston Youth Centre is to the community.â€

Parish Poll - result

23% of East Preston electors turned out to vote yesterday on the following question:

"Should the East Preston Parish Council be borrowing up to £600,000 in the current economic climate to fund the Extension to the Village Hall, and a Parish Office, with the consequent increase in the Parish Council Tax to each household for the next 25 years, equating to £6 per annum for a Band D property?"

891 electors voted No - 78.2%

247 electors voted Yes - 21.7%

No ballot papers were rejected.

Grant Aid 2010/11 - round two

Each year the Parish Council sets aside a certain amount of money that under Section 137 of the Local Government Act 1972, it is permitted to donate to organisations that work within the village to improve life within the village.

The Parish Council seeks applications for these grants in February and August of each year, decisions being made in April and October.

The Grant Aid Application Form will have all the details that you need. However, if you need any more information, please contact the Council Cabin.


Parish Poll - update
 
Arun District Council has now confirmed that the Parish Poll will take place on Wednesday, 25th August. Details of the question are in the article below.
 
There will be two polling stations to be used for the Poll are the Village Hall in Sea Road and the Children & Family Centre in St Mary’s Drive [these are the regular polling stations used in this area].
 
The polling stations will be open between 4.00pm and 9.00pm.
 
The date is determined by the Returning Officer, in this case the Chief Executive of Arun District Council.
 
Once official Notices of Poll have been received from Arun District Council, these will be displayed in the Parish Council noticeboards - one in each shopping parade and one outside the Village Hall.
 
There are no provisions in the Rules for electors’ poll cards or for postal or proxy voting - in the case of postal and proxy voters, Arun District Council will be writing to them to advise that they will need to vote in person and provide details of their polling station.
 
There is no need for voters to take ID with them to the polling station.

Parish Poll
 
As a result of the Parish Meeting mentioned below, the ten electors required to request a Parish Poll came forward, and a request has been submitted to Arun District Council for a Parish Poll on the following question: "Should the East Preston Parish Council be borrowing up to £600,000 in the current economic climate to fund the Extension to the Village Hall, and a Parish Office, with the consequent increase in the Parish Council Tax to each household for the next 25 years, equating to £6 per annum for a Band D property?"
 
This Poll must now take place between 14 and 25 days of today. Arun District Council will inform the Parish Council of the date, and that will be notified through this website and the Parish Council’s three village noticeboards. Polling cards are not issued for a Parish Poll. Arun District Council will issue a press release about the Parish Poll, but obviously there is no guarantee that will be published.
 
The cost to the village of the Parish Poll is estimated to be £3,500, and as stated below, the result is not binding. This legislation is covered by the Local Government Act 1972.

West Sussex Fire & Rescue Service consultation
 
The West Sussex Fire & Rescue Service has drafted a plan for 2011-12, and would like all residents to have a say on the plan.

Potholes

Winter has come and that means an increase in the number of potholes appearing around the village. These can be reported through the West Sussex County Council Highways contact centre, 01243 642105, which is open from 8am to 8pm Monday to Friday, and 8am to 6pm on Saturday. Alternatively, you can report potholes online.
