Local Development Framework

What is the Local Development Framework?
 
The Local Development Framework is the term given to the folder of documents which collectively provide the spatial planning policies for Arun District. The terms Local Development Framework (LDF) and Local Development Documents (LDD) were introduced by the Planning & Compulsory Purchase Act 2004.
 
The LDF will eventually replace the Arun District Council Local Plan which was adopted on 17 April 2003. The Plan provides a framework for development to 2011, development control policies and conservation within Arun and sets out the Council’s policies and proposals for the development and other use of land. LDDs will eventually replace documents such as the local plan and supplementary planning guidance as the main sources of planning policy advice.
Unlike the Local Plan the LDF will not be a single document but rather a portfolio of documents, each one can be supplemented or replaced as the need arises. The Documents outline the spatial planning strategy for our local area and will set out the Council’s policies for meeting the community’s economic, environmental and social aims for the future. To view a visual guide to the Local Development Framework please click on the following link

The Local Development Framework consists of a portfolio of Local Development Documents including the Core Strategy, the Statement of Community Involvement and a Sustainability Appraisal/Strategic Environmental Assessment. The main parts of the LDF are the Development Plan Documents (DPDs) and Supplementary Planning Documents (SPDs).


Development Plan Documents
 

Development Plan Documents (DPDs) are a statutory element of the LDF and will be subject to an independent examination by an Inspector. DPDs include the following documents:

Core Strategy: This will set out the spatial vision, objectives and the strategy for future development in Arun. The Core Strategy sets out the principles on which all other Local Development Documents will be based. Currently we are consulting on the Core Strategy Options for Growth document.
 
Site Allocations and Development Policies Development Plan Documents: When published these policies provide more detailed guidance on issues in the Core Strategy, to aid the determination of planning applications. It will also set out policies for specific sites within the District, e.g. small scale housing development sites.
 
Area Action Plans: When published, these documents will set out the planning framework for areas of change and conservation.
 
Reference should be made to the Local Development Scheme which will indicate the timetable for DPD production.
 
The new planning system put in place by the Planning and Compulsory Purchase Act 2004 requires that Local Development Documents, which consist of Development Plan Documents and Supplementary Plan Documents, are subject to a Sustainability Appraisal incorporating Strategic Environmental Assessments. Annual Monitoring Report
