Economic Viability of Affordable Housing Update 2009
Consultants Adams Integra have been commissioned to undertake an update of their earlier studies looking at viability issues related to the provision of affordable housing as part of housing development schemes. The Study will consider the impact on viability of different scenarios relating to size, location and housing/tenure mix and provide recommendations for affordable housing policy. The final report is expected to be available in late Autumn 2009.

Urban Design and Landscape Study
The study is being undertaken to provide a detailed landscape and urban design appraisal to understand the opportunities and constraints for development within the district.

Appropriate Assessment Report
This report contains an appropriate assessment of the potential effects of the Core Strategy LDF on Natura 2000 sites. It is required under Regulation 48 (1) of the Habitats Regulations 1994.

The following studies have been commissioned to provide background information relating to Housing.
 
 
Strategic Housing Land Availability Assessment 2008-09
The Council has undertaken a Strategic Housing Land Availability Assessment (SHLAA) which identifies sites within the District that may have potential for housing development.  This includes sites promoted by developers, landowners, key organisations and members of the public in response to a ’Call for Sites’ undertaken by the Council in February/March 2008.
 
This study forms one of the key pieces of evidence for the Local Development Framework evidence base in terms of assessing future housing potential and will feed into both the Core Strategy and Site Allocations and Development Policies Development Plan Document (DPD).  The methodology used follows the stages for SHLAA preparation set out in central Government guidelines.
 
The SHLAA documents should be read as a whole and comprise the following reports which can be viewed by following the links below.
 
Stage 7 Site Assessment Report
A detailed report prepared for the Council by consultants, Baker Associates, which presents their independent evaluation of all potential sites in terms of their suitability, availability and achievability for housing development.
 
This report represents the views of Baker Associates and does not constitute Arun District Council policy, but forms part of the evidence base used in preparing the Local Development Framework. The inclusion of any site in this report does not commit the Council to allocate any particular parcel of land for a particular use, nor approve any application for development.

West Sussex County Ecologist Comments 
This report presents the County Ecologist’s comments on all SHLAA sites identified in the Arun Phase 1 Habitat Study as having ecological value at the local and district level.  For each site, the comments summarise the nature of the ecological interest and indicate potential mitigation and enhancement measures which are likely to be required should the site be developed.

Strategic Housing Market Assessment 2009
Arun District Council, together with the other West Sussex local authorities, commissioned consultants, GVA Grimley, to undertake a Strategic Housing Market Assessment (SHMA) in Autumn 2007. The purpose of this study was to define sub-regional housing market areas for West Sussex, and to assess the existing and future pattern of housing demand and supply, taking account of links with the local economy, travel to work patterns, population change and migration.

Affordable Housing Options - Viability Study Update 2009/10

Economic Viability of Affordable Housing Options - Update Study 2007
This report was commissioned in 2007, following  the publication of Planning Policy Statement 3: Housing. This study forms an update to the 2006 study, and explores viability issues surrounding the potential lowering of thresholds to below 15 dwellings.

Affordable Housing Viability Study 2005
The Affordable Housing Viability Study was commissioned by the West Sussex Planning and Affordable Housing Group to provide information to inform the development of Local Development Frameworks for all the District and Borough Councils in West Sussex. In August 2005, Adams Integra produced the study which considers the potential impacts of changes to affordable housing policy across West Sussex.

Affordable housing may be described as housing intended to meet the needs of those people not easily able to compete in the housing market. The term covers a variety of tenures, including social rented, and shares ownership housing.

This report does not constitute Arun District Council policy, but will form part of the evidence base used in preparing the emerging Local Development Framework, and its constituent development plan documents.

Employment

The following studies have been commissioned to provide background information relating to Employment.

Arun and Chichester - Assessment of Employment Needs 2005
A study into the future employment needs of Arun and Chichester Districts was jointly commissioned from consultants Atkins, by the Council together with Chichester District Council. It looks at employment and commercial floorspace needs in the two districts up to 2017. The methodology included a survey of 1,000 established businesses in these areas.

Findings of the study include:
  • There is a limited amount of vacant floorspace in Arun District
  • There is a shortage of available land and premises of all types in Arun
  • The majority of future demand for employment floorspace is likely to be generated by small and medium sized enterprises, particularly small firms with up to 50 employees.
  • Arun offers most potential for the attraction of light industrial activities, B2 manufacturing and logistics/ distribution.
  • The majority of businesses in Arun and Chichester considering relocation would prefer to remain within or close to these areas.
  • The consultant’s report recommends that Arun should allow sufficient flexibility to allow for development needs of up to 335,000sqm.

Retail

The following studies have been commissioned to provide background information relating to Retail.
 
Coastal Districts Retail Study 2005
A retail study was undertaken by consultants, DTZ Pieda, covering Arun District, Chichester District and Worthing Borough. The main objectives of the study were to assess the overall health and comparative retail performance of the town centres within the study area, provide an indication of future retail needs and floorspace requirements up to 2017; and to advise on the potential for additional retail and mixed use development on identified opportunity sites within the main centres (which in Arun District comprised the Hothamton Car Park area and the Regis Centre site, both identified in the Bognor Regis Masterplan). Arun Retail Study Update 2010
The Arun Retail Study Update 2010 was prepared for the Council by DTZ.  This updates the original study with the latest information on growth in population and expenditure and other forecasting parameters.  It extends the study to include retail capacity forecasts for Littlehampton (which were not included in the original study) and rolls it forward to 2026.

Arun District Shopping Centre Survey
and Indicative Shopping Centre Hierarchy 2006
A Shopping Centre Survey was undertaken by the Council in Autumn 2006 to assist in the preparation of the LDF. The survey provides detailed information on the main uses and characteristics of the District’s shopping centres and shop parades.

Transport

Strategic Transport Modelling Study 2009 and Addendum Reports

Consultants MVA were commissioned by the Council to undertake transport modelling to assess the potential impacts on the highways network of the three spatial development options considered in the Core Strategy Options for Growth consultation. The study updates previous analysis undertaken in the Arun Strategic Transport Study 2006.

The Arun District Local Development Framework: Core Strategy Revised Options Addendum to Final Report (November 2009) sets out the results and conclusions of a further ten tests that are variations of the previous scenarios. Arun District Strategic Transport Study 2006

The following study has been commissioned to provide background information relating to Transport.

Consultants MVA were commissioned by the Council to carry out transport modelling work to assess the potential impact on the highways network of housing and other development which may be required in Arun District over the period to 2026.  The study examined several possible scenarios involving major new housing development in one or more locations.

Landscape Sensitivity Analysis and Guidance for West Sussex Low Carbon Study 2009
This study, published in September 2009, is associated with the West Sussex Sustainable Energy Study, also shown here, and was produced to assist a consortium of five West Sussex Local Authorities in developing Local Development Framework policies which positively encourage reduced energy consumption and carbon emissions from buildings and greater sustainable energy generation.

Settlement Sustainability
 
The following studies have been commissioned to provide background information relating to Landscape and the Environment.
 

Settlement Sustainability Study 2007
The Council has carried out a Settlement Sustainability Study to asses the current sustainability of the district’s settlements and to help inform decisions on their role in accommodating future growth to 2026. The study looked at the demographic characteristics, the accessibility to key facilities and services, the employment and commuting patterns and the accessibility to public transport for each settlement.

This study was carried out in the summer of 2006. If you are aware of any changes to the services and facilities considered by this study that have occurred since this document has been produced, please email the Planning Policy team at LDF@arun.gov.uk. The study will be updated periodically to reflect these changes (last updated July 2007).

The following studies have been commissioned to provide background information relating to Landscape and the Environment.
 

Open Space, Sport and Recreation Study
The Open Space, Sport and Recreation Study, (March 2009) was produced by PMP on behalf of Arun District Council. As part of the Study an assessment of open space across the District was carried out in line with Planning Policy Guidance Note 17 (PPG17): Planning for Open Space, Sport and Recreation. PPG17 identifies nine types of open space parks and gardens; natural and semi natural open space; amenity green space; outdoor sports facilities; provision for children and teenagers; allotments and community gardens; the beach/coastal areas; green corridors; churchyards and cemeteries and civic spaces. All of the groups of open space were assessed in the study.

The Study includes recommendations for the setting of standards for the future delivery of open space and recreational facilities in the District.

Playing Pitch Strategy
The Playing Pitch Strategy (January 2009), was produced by Consultants PMP on behalf of the Council, in conjunction with the Open Space, Sport and Recreation study, shown above.
 
The Strategy provides further detail on the provision of pitches in the District, including an assessment of demand and specific priorities for future provision. It has been developed following the methodology outlined by Sport England in "Towards a Level Playing Field - a manual for the production of playing pitch strategies".
 
The key objectives of this playing pitch strategy are to:
 
  • Analyse the current level of pitch provision, including the geographical spread and quality of pitches
  • Assist the Council in meeting the requirements for playing pitches
  • Identify the demand for pitches in Arun
  • Complete the playing pitch methodology
  • Identify how facilities for pitch sports can be improved to meet the needs of residents
  • Provide strategic options and recommendations including
  • Provide information to help the decision making process and determine future development proposals including the production of specific local standards relating to playing pitch provision. These standards are integrated within the local standards developed for the Arun District Council Open Space, Sport and Recreation Study

Arun Open Space and Sports Assessment
Prior to the Open Space, Sport and Recreation Study (March 2009) a study of open space and sports facilities was undertaken by Atkins (2006). Volume 2 of the Study related to an assessment of Sport and Recreation Faculties. Chapter 7 of which included an assessment of indoor sports facilities. For development management purposes Chapter 7 remains in use; the remaining study has been superseded by the PMP study above.

Landscape and Visual Amenity Aspects of Development Choices in Arun District 2006
In March 2006 the Council employed Hankinson Duckett Associates to carry out a Landscape Sensitivity Study covering the part of the District between the Area of Outstanding Natural Beauty (AONB) and the coastline but excluding the defined built up areas.

The purpose of the Study was to prepare an independent assessment of landscape sensitivity in order to provide a further tool to assist strategic decision making concerning the broad location of future major new greenfield developments in the District.

A second aim was to consider carefully the existing boundaries of the Strategic and Local Gaps and to make recommendations as to whether they can be altered without compromising either visual or perceived coalescence between the relevant settlements.

It should be noted that there is a requirement by the  Environment Agency that the Council undertake a Strategic Flood Risk Assessment (SFRA) of the District. Since the Environment Agency’s indicative Flood Risk Maps were used as part of the assessment of the degrees of sensitivity of the local character landscape areas the outcome of the SFRA could require a reappraisal of sensitivity in those areas where flood risk information changes.

Habitat Study in Arun District
This study is a Phase 1 Habitat Survey of all non-designated open space within Arun District to update existing information and provide an up to date evidence base for the LDF. The work was undertaken for the Council by consultants EDAW.

Infrastructure and Funding

Infrastructure and Funding Study

This study was undertaken by EDAW AECOM, in partnership with King Sturge, Faber Maunsell AECOM, and Gardiner and Theobald to assess the potential infrastructure requirements, costs and deliverability associated with each of the three spatial development options being considered as part of Arun District Council’s Core Strategy Options for Growth consultation.
 
The study has reviewed the main infrastructure requirements needed to support development in consultation with the key infrastructure and service providers.  It includes a detailed assessment of the likely requirements for education, healthcare, emergency services, community facilities, open space, transport infrastructure and utilities infrastructure needed to support housing development in each of the locations under consideration.  It also includes broad estimates of the likely infrastructure costs associated with the three Growth Options and considers potential mechanisms available to deliver the required infrastructure.

The following study has been commissioned to provide background information relating to Strategic Flood Risk Assessment.

Strategic Flood Risk Assessment
Arun District Council commissioned consultants, Capita Symonds, to undertake a Strategic Flood Risk Assessment (SFRA) of the District which will support planning decisions and help inform the production of the Council’s Local Development Framework.

The main objective of the Arun District SFRA is to provide flood risk information:

so that an evidence based and risk based sequential approach can be adopted when making planning decisions, in line with PPS25;

that is strategic, in that it covers a wide spatial area and looks at flood risk today and in the future;

that supports sustainability appraisals of the local development frameworks;

that identifies what further investigations may be required in flood risk assessments for specific development proposals.

Sequential and Exception Test
PPS25: Sequential and Exception Test for the Arun District Core Strategy
The Sequential and Exception Test has been prepared for the Core Strategy in line with Planning Policy Statement 25: Development and Flood Risk. The sequential approach is a simple decision making tool designed to ensure sites at little or no risk of flooding are developed in preference to areas at high risk of flooding. It informs the production of the Core Strategy, which will form a key part of the Arun District Council Local Development Framework.
