Core Strategy
The Core Strategy Development Plan Document is the most important document in the LDF as it sets out the strategic direction and priorities of development in Arun for the next two decades. The Core Strategy will set out a vision and spatial strategy for the district, including identifying broad locations for development and setting out principles against which land will be allocated in the future. All subsequent Development Plan Documents have to be in conformity with it. Before a Development Plan Document, such as the Core Strategy, can be adopted it must pass through a number of stages, including public involvement and consultation activities which aim to ensure that local communities and stakeholders inform the development of planning policy that will shape Arun over the next 20 years.
The Council has already carried out an Issues and Options consultation and is currently preparing its Preferred Options document. Work on the Core Strategy 'Options for Growth' Consultation followed the publication of the Secretary of State's Proposed Alterations to the South East Plan. One of the main alterations was an increase in Arun's housing provision requirement by 100 net dwellings per year over the period to 2026, equivalent to 2,000 extra homes over 20 years.
Arun's previous work on the Core Strategy 'Preferred Options' was suspended in 2007 in response to the publication of the report of the Panel of Inspectors appointed to examine the draft South East Plan. Legal opinion advised that to continue without taking into account the proposed alterations to the South East Plan would potentially result in the Core Strategy being found unsound at examination.
Since this time, new national Planning Regulations and a new Planning Policy Statement (PPS 12) have meant that the Council is no longer required to produce a Preferred Options document.

Sustainability Appraisal The Council has prepared a District Analysis Baseline Report to inform the preparation of the Core Strategy. This provides evidence of the current characteristics of Arun and the key issues and challenges facing Arun. A Sustainability Appraisal Scoping Report has also been prepared. This is the first formal stage of the Sustainability Appraisal of the Core Strategy, sets the context and scope of the Sustainability Appraisal and identifies sustainability issues and objectives for Arun. As part of the Core Strategy Options for Growth consultation, an initial Sustainability Commentary report was prepared to look at the relative sustainable merits of the options that were being consulted upon. The Core Strategy - Issues and Options document was available for public consultation from 29th September until 10th November 2005. This consultation sought the public's views on the issues and options for the future of Arun which the Core Strategy will need to address.
This document, the related Sustainability Appraisal and the questionnaire, were advertised through a public notice.
A total of 260 responses were received during the consultation period. All of these responses have now been analysed by the Planning Policy Team and noted/accepted by the Local Development Framework Sub-Committee.
The Core Strategy Issues and Options Analysis presents an analysis of the responses. This is also available to view at the Arun Civic Centre and the Bognor Regis Town Hall.
