Land West of Bersted

The Arun Local Plan 2011-2031 identifies a number of ‘Strategic Allocations’ which are areas of land (sites) that have been identified to provide residential and commercial development to meet local housing and employment needs throughout the plan period (2011-2031).

The Arun Local Plan identifies the West of Bersted strategic allocation under policy H SP2a (SD3) as providing at least 2,500 dwellings over the plan period and identifies that the development proposals will need to meet key infrastructure requirements. These requirements will consist of a new three-form primary school and nursery places; a new 3G pitch facility; new sports pitches and facilities; a community hub; road/pedestrian/cycle link improvements to Pagham and Bognor Regis; and incorporate planned new employment provision.

Developers will also be required to ensure that there is no detrimental impact to Pagham Harbour SPA/Ramsar as well as preparing a comprehensive strategy for surface water management.

 

Progress of Infrastructure provision within the Strategic Site or in Arun as a whole can be found in the Infrastructure Funding Statement (IFS)

The aim of this statement is to provide an update on all matters regarding developer contributions (Section 106 (S.106) and Community Infrastructure Levy (CIL)) during the previous financial year.

The council collects all CIL contributions for all types of Infrastructure (from 1st April 2020) but it does not generally collect S.106 contributions for the provision of schools, highways, libraries or the fire service (although, in some cases S.106 for these items are retained for these projects, in agreement with the county council).  In most cases, these items are the responsibility of West Sussex County Council (WSCC).  Therefore our IFS should be read in conjunction with the WSCC IFS to identify how S.106 from specific development sites have been spent across the board.

April 2022: Outline Planning Permission under BE/148/20/OUT has been allowed on appeal.

August 2021: Outline Application BE/87/21/OUT for development of up to 225 residential units with associated infrastructure, open space and vehicular and pedestrian access (resubmission following BE/148/20/OUT) has been refused.

May 2021: A new outline application reference BE/87/21/OUT has been received for 225 dwellings at Nursery Fields, Chalcraft Lane following refusal of BE/148/20/OUT.

March 2021: Outline application BE/81/20/OUT has been approved with conditions, subject To a Section 106 Legal Agreement at Chalcroft Nursery, Chalcraft Lane.

December 2020: An outline application reference BE/148/20/OUT was received for 225 dwellings at Nursery Fields, Chalcraft Lane.  This application was refused on 1 April 2021.

1 October 2020: The Framework Masterplan has now been endorsed.

August 2020  - Council begins West Bersted Planning ConsultationWest Bersted Framework Masterplan extension.
The consultation will run for four weeks from 24 August 2020 until 21 September 2020. The details for the draft Framework Masterplan and consultation will be available online at https://arun.objective.co.uk/kse (the link will be live between 24 August 2020 – 21 September 2020) where you will be able to comment on the document. Alternatively, you can submit comments via email to strategic@arun.gov.uk.
An outline application reference BE/81/20/OUT has been received for 20 dwellings at Chalcroft Nursery, Chalcraft Lane.

September 2019: Reserved matters application BE/103/19/RES was received at Land South of New Barn Lane.

December 2018: Outline planning permission was granted under reference BE/77/16/OUT for the construction of 50 dwellings.

December 2018: Scoping opinion issued under reference BE/65/17/EIS on Land West of Bersted.
