Statement of Community Involvement

The Planning and Compulsory Purchase Act 2004 requires the local planning authority to prepare a 'Statement of Community Involvement' (SCI). Planning affects everyone in our community; however, most people only get involved in planning when it directly affects them. The SCI explains how the Council will involve local communities, businesses and other interested parties when we prepare our planning policies and determine planning applications. The current SCI was adopted in 2012.

Since the adoption of the SCI, a number of changes have been made to the planning system and it has, therefore, been necessary to update the document in order to reflect these changes.

The Council has published the draft SCI for public consultation from Thursday 19 July to 5pm Friday 17 August, 2018.

Local Plan (2011 - 2031) Consultation on Main Modifications

NOTE: Since the consultation commenced, minor inaccuracies have been found when comparing the modification tables against the Arun Local Plan (2011 – 2031) Consultation on the Main Modifications (January, 2018).  These are insignificant and do not affect the scope of the consultation.

For the sake of clarity, the modification tables and the Plan, have been updated and are provided below.

The consultation period will not be affected by this update.

Local Plan (2011 - 2031) Consultation on Main Modifications

The Local Plan sets out how business growth, jobs, housing, local services, community facilities and transport improvements can be delivered for the benefit of present and future generations. Once adopted, the Arun Local Plan and ‘made’ Neighbourhood Plans will form the statutory development Plan for the Local Planning Authority Area. The Local Plan will supersede all of the ‘saved’ policies of the 2003 Local Plan.

Arun District Council has produced a series of Main Modifications to the Plan that are being made available for public consultation for six week period from 12 January 2018 until 5pm on Friday 23 February 2018. This follows on from the Arun Local Plan examination hearings which were held in September 2017.

Please note that all Representations must be received by 5pm on Friday 23 February 2018. You are asked to note that representations can only be made on the Main Modifications to the Plan, as opposed to the plan in its entirety.

You do not need to repeat any representations made at an earlier stage of consultation.

Enterprise Bognor Regis : Local Development Order

Arun District Council is in the process of preparing a Local Development Order for Enterprise Bognor Regis (EBR LDO). The EBR LDO is 22.9 hectares in area on three sites adjoining the A29 road to the north of Bognor Regis: Salt Box, Rowan Park, and Oldlands Farm.
 
The EBR LDO would create a “permitted development” planning environment for proposals in the following land uses: office, light industry and research and development (Use Class B1), general industry (Use Class B2) and storage and distribution uses (Use Class B8). An element of complementary uses for Retail and Services (Class A), Assembly and Leisure (Class D2) is permitted to support the principal employment uses and create and sustain an attractive location for business. It will enable developers, investors and businesses to benefit from a simplified planning process. The aim being to enable job growth, improve economic activity, facilitate business success and contribute to regeneration aims in Arun.

Enterprise@BognorRegis Consultation 11/09/12 to 23/10/12 (Regulation 18)

Arun District Council is consulting on Interim Planning Policy Guidance for enterprise@BognorRegis zone from 11th September to 5pm on 23 October 2012.

The Draft Local Plan puts great weight on encouraging and supporting economic growth in the District. A vital element of this is providing choice to investors for the creation of developing and creating jobs leading to economic prosperity.

This Interim Planning Policy Guidance provides added detail in relation to sites 1-4 mentioned within policy SP3. It discusses issues relating to the policy context, touching on the delivery plan and proposing a Development Management policy for the four sites.

The proposed development management policy will be incorporated into the next version of the Local Plan. In addition, this Interim Planning Policy Guidance will become a material consideration in the determination of any planning applications received for any of these sites, until the Local Plan is adopted at the end of 2013.

Statements issued by Arun District Council in response to issues raised about the draft local plan consultation

 

Barnham Parish Council complaint about consultation timeline

Nigel Lynn, Arun District Council's Chief Executive, said:

"We are sorry if Barnham Parish Council is unhappy with the draft Local Plan consultation dates however these meetings were never intended specifically for parish councils but people living in that local area or neighbouring area.

"We have 19 meetings taking place across Arun over six weeks and these were arranged in the hope that anyone interested could make at least one and some people have come to more than one meeting. Six of these meetings are on Saturdays at various locations.

"We have scheduled the consultation times and dates across the day and evening to try and make it easy for people to find out more information at times that suit them and take part in the process."

 
BBC Sussex - Bognor Regis Civic Society complaints about the consultation timeline

Nigel Lynn, Arun District Council's Chief Executive, said:

"This process is all about getting people talking, scrutinising the Plan and telling us their views. I welcome news that the Local Plan is going to be the subject of a public meeting in Bognor Regis. We've said all along that if you don't agree with something that's in there, tell us and if you think we've missed something, now is the time to let us know. This is what consultation is all about."

We've been holding information events across the district with more planned in the coming weeks for people to get along to. There's also lots of information on our website. I want to reassure people this won't be the last opportunity for people to have their say because we also go out to public consultation again in December."

Statement issued about Council's commitment to creating jobs across the district and how the Local Plan will support this

Nigel Lynn, Arun's Chief Executive, said:

"Arun District Council is committed to working to boost employment in the Arun district and through the production of the draft Local Plan is seeking to implement measures to create the right environment for growth.

"We are committed to providing employment land and delivering jobs through encouraging the investment of the private sector on this land. We are putting in place a series of measures to simplify the planning process and making attractive a large section of employment land to the North of Bognor Regis, known as Enterprise at Bognor Regis. We have also recently secured employment sites through planning applications at North Littlehampton and the Morrison’s application in Wick where a condition was the refurbishment of employment space in the old Bodyshop building.

"The Arun Priorities 2013-2017 along with financial forecast and details about savings were considered at Arun's Cabinet on Monday 13 August 2012 following extensive public consultation and will be recommended to Members at Full Council on 5 September 2012.

"The consultation responses supported three priority themes of:

Your Council Services – Delivering good value for money services
Your Future – Working to benefit the community and the district by boosting employment, securing better infrastructure and creating vibrant places to live, work and visit
Help and Support – Supporting those people in the district who most need help.

"The Local Plan describes the Vision and Objectives of the Council for 2013 to 2017 with the vision that by 2028 the district will be safer, more inclusive, a vibrant and attractive place to live, work and visit.

Strategic Objectives identified within the draft Local Plan include:

· Strengthening Arun’s economic base to provide local job opportunities by increasing, diversifying and improving the quality of employment within the district through the provision of appropriate employment sites, better infrastructure, including road access and the development of business support and partnership.

Also included in the Aims and Objectives of the Local Plan:

Vision for places - identifies the areas and their needs in terms of achieving greater prosperity through economic regeneration and urban renewal, providing a wider range of jobs and services.

New homes and jobs to be provided through well designed and sustainable development, delivered in conjunction with new or improved infrastructure, services and community facilities.

By providing new and affordable homes, a wider range of local jobs, improved transport and community facilities, new development will have helped to improve the quality of life for Arun residents.

Arun aims to play host to a successful and vibrant business economy, providing a wider range of better quality jobs, supported by a better trained and more skilled local workforce."

 

Housing and Economic Land Availability Assessment (HELAA) Update Consultation and Call For Sites.

We asked you to help shape where homes and businesses could be built. 

A database of land which is potentially suitable for development is kept by the council, and Arun sought the public's assistance to check if the information contained in the document was up to date or if there was any data that could be added.

The HELAA consultation ran from Tuesday 3 May 2016 until Friday 3rd June 2016.

Local Plan (2011 - 2031) Consultation on Main Modifications

The Local Plan will supersede all of the ‘saved’ policies of the 2003 Local Plan.

We asked you for your views in 2012 and 2014 on the Plan and it was submitted to the Secretary of State for Examination in Public on 30 January 2015. The Local Plan Examination in Public was formally suspended by the Planning Inspector in February 2016 following a Procedural Meeting and initial Hearing sessions. The suspension was granted to enable the Council to undertake further work and produce proposed modifications to the Local Plan in response to a range of observations and concerns identified by the Planning Inspector.

We have finished this work and we are now asking for your views on our Proposed Main Modifications during a seven week period from 10 April 2017 until 5pm on 30 May 2017.

All Representations must be received by 5pm on Tuesday 30 May 2017. Only representations on the main modifications received within this period will be considered by the Planning Inspector as part of the Examination in Public.

You do not need to repeat any representations made at an earlier stage of consultation.

We are also asking for comments on the updated Sustainability Appraisal and other evidence supporting the modifications. You can comment on these using the same form and contact details.
