Littlehampton West Bank

 

The Arun Local Plan 2011-2031 identifies a number of ‘Strategic Allocations’ which are areas of land (sites) that have been identified to provide residential and commercial development to meet local housing and employment needs throughout the plan period (2011-2031).

A strategic site is land identified within Arun to accommodate major developments for housing within this time period.

The West Bank site is located on the estuary of the River Arun, flanked by the coast and Littlehampton Harbour. The site has unique opportunities due to its location, along with constraints for it is functionally connected to the Arun Valley Special Protection Area. Therefore, any development should avoid any adverse effects on this designated area.

Development will provide at least 1,000 dwellings over the Local Plan Period. This will be key to supporting the regeneration of the town and economic growth area. There are specific key land use, design and infrastructure requirements which are specific to this site allocation.

Developments must have regard to this location with the River Arun, flanked by the coast and countryside, incorporate views to the South Downs National Park and accord with Arun Policies in order to meet the objectives for the Littlehampton Economic Growth Area.

Financial contributions secured for when development commences will provide the West Bank Flood Defence improvements including flood protection works, land raising, new access points and will provide a buffer zone between the river and development to allow for maintenance of flood defences and ensure the integrity of the river bank is maintained.

Primary school and nursery expansion, a community hub comprising shops, new healthcare facilities and a new Tier 7 style library are also included, together with open space at the western end of the site (North of Ferry Road, South of the A259), improvements to develop marina berthing including additional moorings, provision for boat building or other marine related commercial uses, provision of new linkages between the East and West Bank areas and deliver improved access to the river and town centre, while acknowledging the historic context of the Rope Walk area.

Provision for gate free cycle and pedestrian links along the West Bank to contribute to the Arundel (West Bank) Cycle Path, improvements to the A259 between Climping and Littlehampton and enabling the reduction of flood risk to the existing West Bank communities and habitat improvements will also be secured.

The aim of this statement is to provide an update on all matters regarding developer contributions (Section 106 (S.106) and Community Infrastructure Levy (CIL)) during the previous financial year.

The council collects all CIL contributions for all types of Infrastructure (from 1st April 2020) but it does not generally collect S.106 contributions for the provision of schools, highways, libraries or the fire service (although, in some cases S.106 for these items are retained for these projects, in agreement with the county council).  In most cases, these items are the responsibility of West Sussex County Council (WSCC).  Therefore our IFS should be read in conjunction with the WSCC IFS to identify how S.106 from specific development sites have been spent across the board.
