Pagham North Strategic Sites
The Arun Local Plan 2011-2031 identifies the Pagham South strategic allocation under policy H SP2a (SD2) as delivering at least 800 dwellings over the plan period.
There are two strategic allocations identified in Pagham (North and South) and these strategic allocations will collectively deliver at least 1,200 dwellings over the Local Plan period (2011-2031).
The strategic allocations, alongside the residential development of the sites will need to deliver a new primary school, care home facilities, a community hub, a Tier 7 library facility, land to accommodate a new Scout hut and Ambulance Community Response post. Financial contributions will also need to be secured towards healthcare facilities, play areas, sports facilities, public open space, drainage, landscaping, highway mitigation and cycle paths. These contributions and facilities are necessary in order to mitigate the impact of the strategic allocation upon existing infrastructure and facilities.

The aim of this statement is to provide an update on all matters regarding developer contributions (Section 106 (S.106) and Community Infrastructure Levy (CIL)) during the previous financial year.

The council collects all CIL contributions for all types of Infrastructure (from 1st April 2020) but it does not generally collect S.106 contributions for the provision of schools, highways, libraries or the fire service (although, in some cases S.106 for these items are retained for these projects, in agreement with the county council). In most cases, these items are the responsibility of West Sussex County Council (WSCC). Therefore our IFS should be read in conjunction with the WSCC IFS to identify how S.106 from specific development sites have been spent across the board.

P/134/16/OUT - Land north of Sefter Road and 80 Rose Green Road
January 2023: Taylor Wimpey have submitted a Commencement Notice under the Section 106 Agreement for 9 January 2023.
October 2022: Commencement of S278 bellmouth entrance works under agreement with West Sussex Highways will commence in the week starting 16 October 2022. These works are scheduled to continue for 8 weeks. This forms part of the Strategic Allocation for Pagham.
August 2022: S278 works under agreement with West Sussex Highways will commence in the week starting 8 August 2022. This forms part of the Strategic Allocation for Pagham.
June 2022: Commencement of S278 works under agreement with West Sussex Highways will commence in the week starting 4 July 2022. This forms part of the Strategic Allocation for Pagham.
April 2022: Preliminary investigation works on site have started and are scheduled to last approximately 9 weeks
November 2021: Reserved Matters under application P/49/21/RES have been approved in respect of 250 no. dwellings, replacement Scout Hut, land for Ambulance Community Response Post Facility and provision of Public Open Spaces including associated children’s play areas.
April 2021: A new Reserved Matters application P/49/21/RES has been received, following refusal of P/24/20/RES.
June 2020: Reserved Matters P/24/20/RES has been refused. You can view the decision notice by clicking on the reference number.
March 2020: Reserved Matters P/24/20/RES has been received following Outline Approval for development.
October 2019: Outline Application P/134/16/OUT was approved by Development Control Committee.
September 2019: The application was presented to Members of the Development Control Committee at the reconvened Special Development Control on the 13 November 2018, following the adjournment of the meeting on the 24 October 2018, with Planning Permission having been resolved to be granted subject to completion of the s106 agreement in accordance with the officer’s recommendation. The application will be taken back for consideration by the Development Control Committee on the 9 October 2019.
December 2016: Outline application P/134/16/OUT for the development of up to 280 dwellings at Sefter Road.
P/30/19/OUT - Land west of Hook Lane, Pagham
February 2023: Bellway have submitted a Commencement Notice for 13 February 2023.

September 2021: Reserved Matters application P/132/20/RES has been approved conditionally at Planning Committee on 10/09/2021. Please note, that there is another Reserved Matters P/79/21/RES awaiting a decision.
June 2021: A new Reserved Matters application P/79/21/RES has been submitted as a resubmission of P/132/20/RES following Outline Approval for development.
January 2021: Reserved Matters P/132/20/RES have been submitted following Outline Approval P/30/19/OUT.
October 2019: Contractors are now on site to do investigative work relating to ground conditions and archaeology.
September 2019: The resubmitted application, P/30/19/OUT, following the refusal of P/6/17/OUT, was approved by the Development Control Committee on the 7th August 2019 with the decision having been issued on the 2nd September 2019 following completion of the Section 106 agreement.
P/6/17/OUT - Land west of Hook Lane, Pagham
October 2019: The Public Inquiry on refused Application P/6/17/OUT will no longer be commencing on 22nd October at the request of the Developer. This is due to the approval of the resubmission under P/30/19/OUT.
September 2019: The developer has submitted an appeal to the Planning Inspectorate following the refusal of planning application P/6/17/OUT by the Council. The appeal will be determined by the Planning Inspector through a Public Inquiry which will be held between the 22nd and 25th October 2019.
January 2019: Decision refused: The increased vehicle movements generated by the application will exacerbate the capacity issues on the local highway network and the mitigation measures proposed are insufficient to overcome the safety concerns resulting from the additional vehicle movements contrary to policy TSP1 of the Arun Local Plan.
January 2017: Outline application P/6/17/OUT with some matters reserved for construction of up to 300No. new homes, a care home and uses within class D1 at Land West of Hook Lane.
