Reg. 5 and 6 - Area designation

The designation of a neighbourhood area is the first formal stage in preparing a Neighbourhood Development Plan (see the Neighbourhood Planning Regulations 2012). The approved designated areas within Arun District Council’s Local Planning Authority Area (LPAA) are shown in the  Neighbourhood Areas Designation Map.pdf [pdf] 2MB

Parish and Town Councils are able to continue work on their neighbourhood plan while the proposed geography of the neighbourhood area is being determined.

Arun District Council is committed to publishing all applications received in its LPAA (in accordance with The Town and Country Planning Act 1990, The Neighbourhood Planning (General) Regulations 2012 Part 2, Regulation 6).

NOTICE IS HEREBY GIVEN that the following Town/Parish Council has applied to Arun District Council and the South Downs National Park Authority (if applicable) for designation of Neighbourhood Area under Part 2 of the Neighbourhood Planning (General) Regulations 2012.

These documents indicate those areas where Arun District Council has received an application to designate a Neighbourhood Area in its LPAA.

NOTICE IS HEREBY GIVEN that the Town/Parish Council has submitted to Arun District Council Local Planning Authority Area (LPAA) and the South Downs National Park Planning Authority (if applicable), their Plan Proposal under Part 5 of the Neighbourhood Planning (General) Regulations 2012:

Examination of the Aldingbourne Neighbourhood Plan

Notice was given that the appointed independent examiner into the above draft Neighbourhood Plan decided to hold a public hearing as part of the examination on Tuesday 22nd September 2015. The purpose of the hearing was to assist the independent examiner to see whether the Neighbourhood Plan met the basic conditions and other relevant legal requirements.  A Neighbourhood Plan meets the basic conditions (set out in Schedule 4B, paragraph 8 of the Town and Country Planning Act 1990) if:

  • having regard to national policies and advice contained in guidance issued by the Secretary of State, it is appropriate to make the plan;

  • the making of the plan contributes to the achievement of sustainable development;

  • the making of the plan is in general conformity with the strategic policies contained in the development plan for the area of the authority (or any part of that area); and

  • the making of the plan does not breach, and is otherwise compatible with, EU and Human Rights obligations.

After the independent examiner introduced the Aldingbourne hearing and its purpose, the hearing then considered the following issues:

  1. The consultation statement and process.

  2. The Plan’s proposed allocation of sites for housing, business and leisure purposes.

  3. The proposed designations of Local Green Space.

  4. The proposed designation of biodiversity corridors.

  5. Any other matters of clarification sought by the examiner.

The session was open to the public, but only those invited to participate in advance (and listed on this notice) were able to speak and take part in the discussions. The purpose of the hearing was for the examiner to ask questions and seek clarification on the matters that she has identified. New evidence was not introduced at the hearing. 

After the hearing the examiner completed and submitted the examination report. This set out whether or not the Plan should proceed to a local referendum, subject to any modifications that were recommended by the examiner.
