Infrastructure Funding Statement

The Infrastructure Funding Statement (IFS) shows how much money has been raised and how it has been spent in the previous year. This includes both CIL and section 106 income. It also states which infrastructure projects will be, or may be, funded wholly or partly by CIL.

The IFS must be published online by 31 December each year and cover the previous year from 1 April to 31 March.

The IFS is made up of:

  • a CIL report relating to the previous financial year on the Community Infrastructure Levy
  • a section 106 report relating to the previous financial year on section 106 planning obligations
  • an infrastructure list reporting on the infrastructure projects or types of infrastructure that the authority intends to fund wholly or partly by the CIL (excluding the neighbourhood portion)

Please note: the data on developer contributions and IFS reports is based on estimates available at a specific point in time. While it represents the most robust information currently accessible, it should be considered a snapshot and may be subject to future updates or changes.

We only hold transaction data in our system for Section 106 (s106) agreements signed from 1 April 2019 onwards. Therefore, for agreements signed before this date, the 'agreement' and 'contribution' CSV files may have limited usefulness.

We have complete records for Community Infrastructure Levy (CIL) data, including 'agreement', 'contribution', and 'transaction', as we became a CIL collecting authority on 1 April 2020. From that date forward, all relevant data has been consistently recorded in our system.
