Enforcement Policy review
We invite residents, businesses, and stakeholders to participate in a public consultation on proposed updates to our Enforcement Policy.
This key document outlines how the council enforces regulations across a wide range of services, from private sector housing and building control to environmental protection. The revised policy will be presented to the Environment Committee on 18 November 2025, and your feedback will help shape its final form.
Proposed changes
The proposed updates aim to strengthen and clarify enforcement procedures. Key amendments include:
- inclusion of a communities team and Building Control
- a new process for authorising prosecutions
- updates to the civil penalty notice
- revised procedures for serving statutory notices
- clarification and simplification of language
New sections are added, including:
- Directors
- Publishing the results of court proceedings
- Offence of obstructing
- Community Protection Notices
- Use of body worn video Cameras
- Proceeds of Crime Act 2002 - recovering the cost of enforcement action
- Rent repayment orders
- HMO licensing - reduced licensing periods
