We are disappointed to be addressing misinformation shared on social media on the evening of 27 August 2025. However, it is important to provide clarification.
The information posted was confidential, as discussions are still ongoing with council officers affected by the proposed changes. This is one of the reasons the meeting was held under exempt business. It is important to clarify that changes to staffing structures are operational matters, led by the Chief Executive. Councillors are not involved in these decisions unless financial implications require their decision-making.
An extraordinary meeting of Full Council took place on 21 August 2025, where councillors supported a proposal from Chief Executive Dawn Hudd-backed by Council Leader Cllr Martin Lury-to restructure Arun District Council's corporate and senior leadership team.
This restructure is not about cost-cutting. It is a strategic move to prepare Arun for the future. As we approach local government reorganisation (LGR) and face other significant challenges, it is essential to have the right leadership team in place. The new structure brings together a team with the skills, experience, and focus needed to lead effectively and ensure our services continue to improve and meet the needs of our residents.
We acknowledge that the restructure involves financial investment. However, this is a considered and strategic decision. By reinforcing our leadership team now, we are positioning the council to be more agile, responsive, and resilient. This approach helps us avoid greater costs or disruption in the future and ensures we are making the best use of public funds.
The restructure also reflects our commitment to delivering high-quality services. Efficiency is important, but our priority remains ensuring residents continue to receive the support and services they rely on, even as the wider local government landscape evolves.
We recognise that this change has led to the departure of two senior officers. While such transitions are never easy, they have been managed with care and respect. We thank all our officers for their continued professionalism, resilience, and dedication to the communities they serve. Their commitment enables us to keep delivering for our residents, even during times of change.
Finally, we are extremely disappointed that reference was made publicly to a confidential, commercially-sensitive transaction. This not only has potential economic implications but also affects individuals. Sharing such information undermines trust and risks harming the ability for the council to effectively manage its forward financial direction in the best interests of the community.
