Public Statement on Housing Allocation and the Afghan Resettlement Scheme

Blue graphic background with abstract curved shapes and a white rectangular border framing large white text reading: “Afghan Resettlement Scheme - the facts.” In the bottom right corner is the Arun District Council logo.We are aware of recent commentary circulating regarding Arun District Council's housing allocation linked to the Government's Afghan resettlement programme. We would like to take this opportunity to respond with clarity, transparency, and the facts.

First and foremost, the Afghan resettlement scheme exists to support individuals and families who have directly assisted the UK. This includes people who have worked alongside or supported His Majesty's Armed Forces and Government operations overseas, often at considerable personal risk. The programme reflects a national commitment to those who stood with the UK, and councils across the country are playing their part in delivering on that responsibility.

It is important to be clear about how housing is allocated. A small number of properties are identified to support eligible Afghan households under this scheme. These allocations are made in line with national guidance and strict criteria. They do not replace or override the council's existing housing obligations to local residents.

In fact, the majority of homes becoming available through this programme will continue to support local families in housing need. The council remains fully committed to prioritising residents on the housing register, including those in temporary accommodation or facing homelessness. Our duty to local people remains unchanged.

There has also been some misunderstanding about how this programme is funded. The Afghan resettlement scheme is supported through funding provided by central government. This funding is specifically allocated to support resettlement, including housing and integration costs. It must be used for that purpose and cannot be diverted elsewhere. Crucially, this scheme is not funded through Council Tax, and it does not reduce funding available for local services. Furthermore, the Council will be acquiring property assets at approximately 45% of their market value thus providing it with excellent value for money.

This is not a new initiative. It is now the fourth phase of the programme, delivered nationally, and our approach locally continues to be measured, proportionate, and aligned with both our legal responsibilities and community needs.

We understand that housing is a sensitive and important issue for many residents. We have a zero-tolerance approach to any discriminatory or racially motivated activity and are working with partner agencies to ensure that all our residents can feel safe.

We respectfully ask that discussions on this topic remain grounded in accurate information and reflect the values of fairness and respect that we share as a community.
