Year 1 1. Formalise strategy to move towards a fully digitalised parking service including digitalised parking discs and all other permits 1. Upgrade parking terminals to incorporate keypads to allo0w all payments to be digitised and identified VIA VRM

1. Brief the press on the initial intentions
2. Tell the public the benefits of new systems
3. Engage with users when changes are made to help them with new systems

Year 2 2. Review disc types to ensure customer 'fit' - local / tourist, available initially on both paper system and through mobile payments system 2. Begin to reduce the number of machines with cash facility especially in smaller car parks
3. Use a ticketless system to remove the need to return to vehicles
1. Consider groups with particular needs in respect of cashless - Paypoint or provision of PAYG RIFD cards on machine top-up at key locations in each town
Year 3 - 5 3. Be aware of national DfT backed efforts to provide a publicly owned 'National Parking Platform', which will handle payments and back office for ADC 4. Create a clear specification detailing the functionality you require for new equipment
5. Only install full card / contactless / cash machines in the largest car parks at key pedestrian points
