Landlord Accreditation Scheme
Following the Prime Minister’s updates regarding the continuing Coronavirus Covid-19 pandemic, resurgence of cases and rapid spread of a new variant of the virus and the imposition of new and extended restrictions in 2021, about which further information can be found at https://www.gov.uk/guidance/national-lockdown-stay-at-home, the Private Sector Housing & Public Health team will not be undertaking site visits or property inspections until further notice, except in urgent emergency situations (as determined by the case officer) where appropriate precautions are in place. This is not a permanent arrangement but will continue until the fall in Covid-19 cases is sufficient enough to allow the restrictions to be lifted or eased by the Government and in turn inspections recommenced by the team. Restrictions may be extended further by the Government depending upon the situation at the relevant time and these will dictate the inspection process and regime undertaken by the team for the foreseeable future. All staff continue to work from home and have limited access to incoming and outgoing postal mail and correspondence is best via e-mail where possible. Any visits arranged during the pandemic may be subject to cancellation or change at short notice if there are changes to National, local or Council-directed policy, legislation or requirements, or where it is considered that appropriate precautions and/or social-distancing cannot be achieved. These changes have been made to protect customers and staff from contracting or spreading the virus during these difficult times. Arun District Council is working in partnership with Chichester District Council to run a district-wide Landlord Accreditation Scheme. The scheme is free of charge and when an application is made, the premises will be inspected and assessed against a number of criteria. These include external structure, electrical and gas safety, security, cleaning, facilities, heating, room sizes, decoration, waste disposal, fire safety and energy efficiency as detailed in the Scheme Handbook as well as making sure that it is free of Hazards under the Housing Health & Safety Rating System (Housing Act 2004). Once accredited the property will normally remain in the scheme for a period of 5 years. If a landlord Accredits one rental property in Arun or Chichester Districts the Scheme requires that they also Accredit all their other rental properties within the Districts.
The Accreditation Scheme encompasses all suitable private sector housing within the district and is open to all private landlords whether the property be multi-person occupied, single household, student or non-student accommodation. The Accreditation Scheme aims to give professional, reliable landlords credit and give them a market advantage by distinguishing their properties from the rest. In addition, the University of Chichester fully supports the scheme and will in the future only manage or promote properties which have been accredited on the Scheme. Landlords who join the scheme will enjoy a variety of benefits which include:
- Inclusion on the University and College accommodation office’s web based advertising service (where applicable) which is used by over 3000 students looking for private rented accommodation each year
- Access to information on how to improve energy efficiency within their properties
- Full listing on the University or College accommodation lists (where applicable)
- An accreditation web page with news and information on training (in progress)
- Answers to FAQ’s, Hints & Tips
- Advice from other experienced landlords
- Landlords can also take part in the Landlords' Forum

A number of documents and certificates are required to be provided with any Accreditation Application which includes the following:
- Valid and current Landlord’s Gas Safety Certificate (where there is a gas supply)
- Current Electrical Installation Condition Report (EICR) that is free of all Code 1 and Code 2 items
- Current Energy Performance Certificate (EPC) with a minimum rating of “D” (this is required for the Scheme even if you are not legally required to have one for the property)
- A sketch or plan of the layout of the property showing the location of rooms and fire safety items
- A Portable Appliance Test (PAT) Report less than five years old for all appliances over one year old (any items less than one year old do not require PAT testing but a copy of the purchase receipt will be required instead)
- Fire Alarm and Emergency Lighting inspection Certificate
- For HMOs, a Fire Risk Assessment
- Additional documentation or Certificates may be required depending upon the property or its occupancy status and Licensable HMOs will also still need Licensing.
