Landlord Accreditation Scheme

 

Following the lifting of the most recent Covid-19 restrictions on 2nd December 2020 the Prime Minister has announced that West Sussex including Arun District has been placed under Tier 2 restrictions. What this means generally can be found at https://www.gov.uk/guidance/tier-2-high-alert

During this period the Private Sector Housing & Public Health team will however again be undertaking some site visits and property inspections where appropriate precautions are in place including appropriate distancing measures; however, the site visit and inspection regime will be on a more reduced basis than it is normally. Most visits and inspections will require the completion and return of an “Inspection Access Declaration Form” prior to the visit, which will help the team risk assess each situation and whether a site visit or inspection is appropriate and safe to be undertaken.

Any visits arranged during the pandemic may be subject to cancellation or change at short notice if there are changes to National, local or Council-directed policy, legislation or requirements or instigation of further or additional restrictions, or where it is considered that appropriate precautions and/or social-distancing cannot be achieved (and Officers’ have the discretion to end an inspection if they believe that any breaches or precautions aren’t being met). Staff continue to work from home and have limited or delayed access to incoming and outgoing postal mail, and correspondence is best via e-mail where possible.

These changes have been made to protect customers and staff and to try to reduce the likelihood of contracting or spreading the virus during these difficult times, and although this will not be a permanent arrangement it will continue for the foreseeable future.

Landlord Accreditation Scheme
New applications can still be made via publichealth.housing@arun.gov.uk or accreditation@arun.gov.uk ;however, no site visits will be able to be undertaken at this time, and therefore addition to the Accreditation register will not be possible until as such time that the inspection as well as the full application has been made.

Arun District Council is working in partnership with Chichester District Council, the University of Chichester and Chichester College to introduce a district wide Landlord Accreditation Scheme. Both the University and College fully support the scheme and will in the future only manage or promote properties which have been accredited. The scheme is free of charge and when an application is made, the premises will be inspected and assessed against a number of criteria. These include external structure, electrical and gas safety, security, cleaning, facilities, heating, room sizes, decoration, waste disposal, fire safety and energy efficiency as detailed in the Scheme Handbook as well as making sure that it is free of Hazards under the Housing Health & Safety Rating System (Housing Act 2004). Once accredited the property will normally remain in the scheme for a period of 5 years.

 
Arun District Council is also looking at widening the Accreditation Scheme to encompass other private sector housing within the district which isn’t occupied by students. The Accreditation Scheme aims to give professional, reliable landlords credit and give them a market advantage by distinguishing their properties from the rest. Landlords who join the scheme will enjoy a variety of benefits which include:

  • Inclusion on the University and College accommodation office’s web based advertising service which is used by over 3000 students looking for private rented accommodation each year
  • Access to information on how to improve energy efficiency within their properties
  • Full listing on the University or College accommodation lists
  • An accreditation web page with news and information on training (in progress)
  • Answers to FAQ’s, Hints & Tips
  • Advice from other experienced landlords and a forum.
