This five-year strategy aims to help households and support residents who need to improve their home's energy efficiency.

Our plan echoes national and regional strategies on climate change, energy efficiency and achieving carbon net zero. The biggest challenge in the last five years has been the national energy crisis. The sudden rise and inconsistent energy prices have affected all households and businesses but has been felt hardest by those on the very lowest incomes.

This consultation will be shared with council members in the new year to make this a viable five-year plan, and you have the chance to inform that outcome.

Our plan for the next five years includes:

  • working to reduce the number of people living in fuel poverty, such as spending 10% or more of their income on maintaining a comfortable temperature at home
  • targeting local areas of housing with Hard to Treat (HTT) homes with extra support, creative solutions
  • improving the energy efficiency of the council's own housing stock
  • contributing to national net zero targets, for example, supporting residents and landlords to upgrade to modern, renewable energy systems
  • finding and helping the owners of cold homes to improve energy efficiency by installing loft, cavity wall and solid wall insulation
  • enforcing minimum energy efficiency standards for the private rented sector

Councillor Amanda Worne, Chair of Arun District Council's Environment Committee, said:

“Tackling fuel poverty and improving energy efficiency is a priority for Arun District Council. This strategy is about supporting our most vulnerable residents, including people with disabilities who often need their homes heated 24/7 and at higher temperatures to stay warm in the colder weather, reducing energy costs, and helping our community move towards a sustainable, net zero future. Your feedback is vital in shaping this plan, so please have your say in this consultation.”

The consultation runs until 19 December 2025 and can be completed here: Energy efficiency and fuel poverty strategy 2026 - 2031
