The Arun Local Plan 2011-2031 identifies a number of ‘Strategic Allocations’ which are areas of land (sites) that have been identified to provide residential and commercial development to meet local housing and employment needs throughout the plan period (2011-2031).

The Arun Local Plan 2011-2031 identifies the Climping strategic allocation, under policy H SP2c (SD10), as providing at least 300 dwellings over the plan period and further identifies the need for the allocation to include improvements to the A259 with a controlled crossing, a new community hub with a footpath to the primary school, shops and community facilities, a library, play areas and public open space.  It must also provide financial contributions towards local infrastructure (e.g. schools, doctors etc).

The aim of this statement is to provide an update on all matters regarding developer contributions (Section 106 (S.106) and Community Infrastructure Levy (CIL)) during the previous financial year.

The council collects all CIL contributions for all types of Infrastructure (from 1st April 2020) but it does not generally collect S.106 contributions for the provision of schools, highways, libraries or the fire service (although, in some cases S.106 for these items are retained for these projects, in agreement with the county council).  In most cases, these items are the responsibility of West Sussex County Council (WSCC).  Therefore our IFS should be read in conjunction with the WSCC IFS to identify how S.106 from specific development sites have been spent across the board.

Latest News

September 2021: A Reserved Matters Application has been received for Land to the West of Church Lane, South of Horsemere Green Lane, under application reference CM/48/21/RES for Approval of reserved matters following the grant of CM/1/17/OUT for the erection of 300 No dwellings & a building within use class E, together with public open space, LAPs, LEAP & ancillary works, including car parking & drainage arrangements, with access off Church Lane & Horsemere Green Lane. This application may affect the setting of listed buildings & is in CIL Zone 4 (HSP2) & is not CIL Liable.

March 2021: Archaeological investigation works are due to commence on site during the week commencing 15th March 2021, this will include trial trenching works.

February 2021: Archaeological which were due to commence in January have been postponed due to inclement weather conditions until Spring 2021.

January 2020: Week commencing 18 January 2021, archaeological works are due to commence on the Clymping Strategic Allocation and trial trenching will be taking place.
