Community Infrastructure Levy (CIL) rates depend on the size, type and location of your development.

The CIL rates are calculated depending on which zone your development is in. You will need to know the zone before you can calculate how much you need to pay.

Find the zone for your development

Enter your address in the search field on the CIL zone map, click on the site address/area and the CIL Zone will show in the box on the left hand side.  You can zoom out to see the CIL map layer with charging zones differentiated by colour as per the appendix 1 of the Arun CIL Charging Schedule

Zero rated zones

A development may be liable for CIL, but not chargeable – known as ‘zero rated’. This will occur where the development meets the conditions for CIL (liable), but a zero rate applies.  A liability notice will still be issued but will state a zero charge is due.  Examples of these include:

  • sites within strategic housing allocations (CIL zone 1)
  • flats in CIL zones 4 and 5
  • older people’s housing, sheltered housing and extra care housing in CIL zones 4 and 5
  • town centre shops
  • all other development - for example, any development which is not houses, flats, older people’s housing or retail/supermarket

There are 5 zones:

1 The strategic sites at Pagham south, Pagham north, west of Bersted, BEW (Barnham, Eastergate and Walberton), Fontwell, Yapton, Ford, Climping, LEGA (Littlehampton Economic Growth Area) and Angmering north 
2 Within the urban boundaries in the northern area - being that area to the north of the A259
3 Not within the urban boundaries in the northern area – being that area to the north of the A259
4 Within the urban boundaries in the coastal area - being that area to the south of the A259
5 Not within the urban boundaries in the coastal area - being that area to the south of the A259

The amount of CIL that is chargeable for a particular development type is calculated using the following formula:

                       R x A x Ip

                             Ic

Where:

  • R = The rate (£ per square metre) for that development type as set out in the relevant charging schedule;
  • A =  the deemed net area chargeable at rate R;
  • Ip = the CIL index figure1 published by the RICS for the calendar year in which the planning permission was granted; and
  • Ic = the CIL index figure for the calendar year in which the charging schedule containing rate R took effect”.

The levy is payable from the date development commences.
