Appendix C – Technology strategy
Strategic Aim: To prepare for changes in technology and legislation the service must move to a fully digital service.

Digitalise systems:
- Year 1: Formalise strategy to move towards a fully digitalised parking service including digitalised parking discs and all other permits.
- Year 2: Review disc types to ensure customer 'fit' - local / tourist, available initially on both paper system and through mobile payments system.
- Year 3-5: Be aware of national DfT backed efforts to provide a publicly owned 'National Parking Platform' which will handle payments and back office for ADC.
Equipment / move to cashless:
- Year 1: Upgrade parking terminals to incorporate keypads to allow all payments to be digitised and identified via VRM.
- Year 2: Begin to reduce the number of machines with cash facility especially in smaller car parks. Use a ticketless system to remove the need to return to vehicles.
- Year 3-5: Create a clear specification detailing the functionality you require for new equipment.
- Year 3-5: Only install full card / contactless / cash machines in the largest car parks at key pedestrian points.
Positive engagement:
- Year 1: Brief the press on the initial intentions. Tell the public the benefits of new systems. Engage with users when changes are made to help them with new systems.
- Year 2-5: Consider groups with particular needs in respect of cashless - Paypoint or provision of PAYG RIFD cards on machine top-up at key locations in each town.
Monitor use of cash - remove facility when changes are accepted.
